83, passed on October 6th. He was the husband of Jacqueline (Tolson) Payne, they would have celebrated their 60th anniversary in August. Mugsy was known as a great man and loved by all that know him.
Mr. Payne was the son of the late James R. and Helen (Gallagher) Payne Sr. He was the father of Karen A. Silveira and her late husband Russ, William F. Payne Jr and his wife Laurie, and Kimberly B. Payne. He was the brother of James R. Payne Jr, grandfather to, Amanda A. Mangiarelli, Tori Payne, Jonathan Silveira , Michaela Silveira. Bill also have 5 great-grandchildren, Katlyn Payne, Joey Payne, Mark Mangiarelli , Vincenzo Mangiarelli and Jonathan Silveira.
William was employed at Brown University's Athletic Department for 25 years before retiring. Mugsy Sr & Mugsy Jr , co-owned The Billy Club and Jam-In Bar & Grill in North Providence for 15 years together with family. Bill also served our country proudly in The United States Navy and received, The Medal of Good Conduct & National Defense Service Medal in addition to special training as Boatwain's Mate Third,serving in Norfolk, VA.
He Also was Grand Knight at The Knights of Columbus Dillion Counsel) in North Providence, RI , Little League Coach for The Fox Point Little League. He was also a Graduate of Johnston and Wales University in Providence, RI.
Bill enjoyed nothing more than helping so many people with his kindness and generosity. Serving as the Head Equipment Manager at Brown University our father and mother (Jackie), brought home so many student athletes over the holidays. Our parents' house was always a welcoming and warm home to many.
His Funeral service will be held Monday, Oct 9th at 6pm in the Keefe Funeral Home, Five Higginson Ave, Lincoln. Calling hours will be Monday 3pm until 6pm.
