70, died peacefully on November 27, 2013. Born in Pawtucket, Norman had the distinction at 21 of being the youngest representative elected to a state office in Rhode Island. He was elected two years later to the Senate when he was 23 serving from 1966 to 1968. He was proud to have introduced the bill that led to the establishment of the Davies School in Lincoln RI.
He was the son of the late Domenic and Gilberte Jacques and was pre-deceased by his sister Pauline Spink and his son, Michael Welsh. Brothers Edmond, Robert, Dennis and Henry Jacques, sister Georgette Gousie, daughter, Jillene VanNostrand of Boise, ID and five grandsons, survive him.
Norman was a writer, editor and publisher of the Rhode Island Times, a monthly publication that circulated in the 1980’s. Later he established the Christmas Tree Foundation, a non-profit organization to assist the disabled in the Florida Keys. Norman was a lover of the sea as well as a lover of dogs. His Black Lab, Sara, will miss him.
A Memorial service will be held at the Keefe Funeral Home, 5 Higginson Ave., Central Falls, RI on Monday, December 9, at 7 PM. In lieu of flowers, donations in Norman's name can be made to Friends of Animals.
